Americans for Citizen Voting

KCG Agrees with the need for this Ballot Initiative
Securing our elections and ensuring that only U.S. citizens are voting should be something all Michigan citizens can agree on. Americans for Citizen Voting states, "There are now 21 cities throughout the nation allowing noncitizens to vote, legally — including, oftentimes, noncitizens in the country illegally. Federal law requires citizenship in order to vote in a federal election, but that law does not apply to state and local elections. Michigan’s Constitution should specifically state that only U.S. citizens can vote. We need mandatory voter ID, showing a government-issued photo identification, so we know who is voting. You need a photo ID to adopt a pet, to fly, or to buy cough syrup. Voting is even more important. This is not a Republican or Democrat issue—82% of Michiganders agree that only citizens should be voting in our elections."

AMENDMENT TO THE CONSTITUTION

Constitutional amendment to: require citizenship verification for all voters through statewide program, document submission, or provisional voting; require removing noncitizens after notice and 45-day rebuttal; require proof of citizenship by showing birth certificate, passport, and/or other documents; track separate federal and state/local election eligibility requirements; beginning 11/2/2027, prohibit counting ballots from voters with unverified citizenship unless documents shown to election administrator within 6 days post-election; eliminate affidavit alternative for voters without photo-ID; require photo-ID, or driver's license or partial social security number to vote absentee; require state-funded hardship program for obtaining required documents; subject violators to $1 ,000 fine and/or up to 5 years imprisonment.

Committee to Protect Voters' Rights

KCG Agrees with the need for this Ballot Initiative
Voters should be required to verify United States citizenship during voter registration, and any non-citizens should be purged from the voter rolls by the Michigan Secretary of State. Presenting a photo ID when voting is a common sense way to secure our elections, and create trust and transparency in the election process. Photo ID is required for many transactions in everyday life and it should not be controversial to use it to verify identity during elections.

KCG Agrees with the need for this Ballot Initiative
Citizens are demanding an end to property taxes and endless millages. Essential local services would instead by funded from an increased portion of state sales tax to be redirected to cities, townships, and villages from 10% to 13.33%, and from 0% to 6.67% for counties.

Additionally, 10% of state income, marihuana, alcohol, and tobacco tax revenues would be directed to local governments. Michigan has a unique opportunity to lead the nation in restoring true property ownership, free from the threat of government confiscation. Becoming the first state to abolish property taxes would attract new residents and business investment in our state.

AMENDMENT TO THE CONSTITUTION

Constitutional Amendment to: prohibit real and personal property taxes, currently the primary funding source for counties, municipalities, schools, community colleges, parks, and voter-approved bond repayment; increase portion of state sales tax redirected to cities, townships and villages from 10% to 13.33%, and from 0% to 6.67% for counties; shift 10% of state income, marihuana, alcohol, and tobacco tax revenue to local governments; allow use of this revenue only for listed essential government and infrastructure services but not for schools, community colleges, parks, or other local government services; require 60% voter approval for local tax increases; require 2/3 vote of Legislature for tax increases greater than 0.1% over 5 years.

KCG Opposes this Ballot Initiative
Michigan Chamber of Commerce states, "Proponents want to increase Michigan’s income tax to 9.5% for income exceeding $500,000 as single filer ($1,000,000 for joint filers) including many small and midsized businesses, most of which are pass-through entities (sole proprietorships, partnerships, S corporations, LLCs) and whose income is taxed at the owner’s individual rate. Proponents of the Constitutional amendment say the new funding would be allocated for Michigan schools — although they’ve outlined zero plans for how they’ll use the revenue to boost student achievement. If approved by voters, Michigan would have the 7th highest income tax rate in the country and highest in the Midwest — nearly tripling Indiana and Ohio’s rates (3% and 3.5% respectively)."

INITIATIVE PETITION
AMENDMENT TO THE CONSTITUTION

Constitutional amendment to: add, beginning in 2027, an additional 5% tax on annual taxable income over $1 million for joint filers and over $500,000 for single filers. This tax is in addition to existing state income taxes, and is to be deposited into the State School Aid Fund and required to be used exclusively on local school district classrooms, career and technical education, reducing class sizes, and recruiting and retaining teachers; and subject funds to annual audits.

Voters to Stop Pay Cuts

KCG Opposes this Ballot Initiative
Michigan Chamber of Commerce states, "Proponents are looking to reinstate the Michigan Supreme Court’s (MCS) July 2024 opinion, which ordered into effect a 2018 ballot proposal to increase the state’s minimum wage and fully eliminate tipped minimum wage. If enough signatures are gathered by proponents of the referendum, Public Act 1of 2025 (legislation passed by the Legislature to deal with the fall our of the MCS’s monumental decision) would be paused until the statewide vote. In other words, the 2018 ballot initiative (which was never voted on by the people) would go into effect, thereby reducing the minimum wage for hourly workers and forcing bars and restaurants to pay the full minimum wage to all employees — with tips added on top — until a referendum vote is taken. This proposal creates a new round of chaos for an already-vulnerable service industry and force increased prices, layoffs, job automation, or make other drastic changes."

REFERENDUM OF LEGISLATION
PROPOSED BY INITIATIVE PETITION
A PETITION for a referendum election to repeal Public Act 1 of 2025, which reduced the minimum wage for Michigan tipped workers, established a new schedule for increasing the state minimum wage, and changed the way future inflation adjustments for minimum wage increases will occur.

Rank MI Vote

KCG Opposes this Ballot Initiative
Ranked-Choice Voting adds layers of complexity to the voting process and would make recounts exceedingly complicated. Rather than voting for the candidate they prefer, voters would be asked to rank EVERY candidate on the ballot in order of preference. INITIATION OF LEGISLATION
AMENDMENT TO THE CONSTITUTION​​

Constitutional amendment to: require ranked-choice voting (RCV) for federal offices, Governor/Lieutenant Governor, Attorney General and Secretary of State, allowing voters to numerically rank candidates by voter preference starting in 2029; count votes in rounds, eliminating lowest-ranked candidate and reallocating their votes to remaining ranked candidates until candidate with most final-round votes is declared the winner; allow voters to rank at least 4 more candidates than positions to be nominated/elected unless insufficient number of candidates; authorize local jurisdiction to adopt use of RCV in local elections; move August primary to June or earlier in even year elections; require legislative funding and implementing legislation.
